Training and professional development activity: Workshop in the field of forensic investigations

   The Office of Information and Public Relations within the Prosecutor’s Office attached to the High Court of Cassation and Justice is entitled to bring to the attention of the public the following:

      From June, 11 to 14, 2019, The Prosecutor’s Office attached to the High Court of Cassation and Justice organized a workshop in the field of forensic investigations, a training and professional development activity carried out within the project “Fighting criminality and corruption”, the project being funded through the Norwegian Financial Mechanism 2014 – 2021, the Justice Program. The event was attended by Mr. Răzvan Horațiu Radu, Deputy General Prosecutor, Mr. Nicolae Andrei Solomon, Vice-President of the Superior Council of Magistracy (C.S.M.), Mr. Florin Deac, member of the CSM.

The workshop was moderated by two experts, who also delivered presentations on specific topics, such as forensic interpretation of traces, fingerprinting expertise, ballistic expertise, graphoscopic expertise, etc. At the same time, within this activity, the participating prosecutors presented relevant cases.

The direct beneficiaries of the workshop are 45 criminal prosecutors from prosecutor’s offices throughout the country, for which the event represented an opportunity of best practices exchange regarding the field they operate in. The current workshop groups together three workshops out of 30 workshops in total, designed for the specialized training of prosecutors from the prosecutor’s offices in the territory.

Officers from the General Inspectorate of the Romanian Police, as well as doctors from the National Institute of Legal Medicine “Mina Minovici” (I.N.M.L) and experts from the National Institute of Criminology (I.N.C.) attended the activity. During the workshop, presentations of the representatives of I.N.M.L., I.N.C. and of the Behavioral Analysis Service of the Romanian Police there were  delivered.

The financing contract of the project was signed on 27.11.2018, being the first financing contract concluded under the “Justice” program of the current Norwegian Financial Mechanism.      The budget of the project is 4,250,000 euros and the implementation period is 36 months. The project is carried out by the Prosecutor`s Office attached to the High Court of Cassation and Justice in partnership with the National Anti-Corruption Directorate (DNA) and the Directorate for Investigating Organized Crime and Terrorism (DIICOT).

The main goal of the project is to strengthen the capacity of the Public Ministry to fight criminality and corruption, thus contributing to the strengthening of the rule of law and the judicial system as a whole. The project has two components: one of professional training for prosecutors, judicial police officers and specialists, and the other one, regarding the procurement of equipment for the prosecutor`s office units, equipment that will contribute to the efficient conduct of the criminal investigation activity.
